The Norwegian Medical Products Agency (NOMA) is responsible for health technology assessments (HTAs) of pharmaceuticals, vaccines and medical devices.

Many people require healthcare, but resources are limited. Therefore, fair prioritization of patients and equitable treatment with new methods — such as medicines, medical devices or procedures — are essential.

Before new methods are introduced in the healthcare system, their benefits are assessed in relation to resource use, as well as the severity of the patient's condition. This is done in a health technology assessment. The goal is to ensure that methods being used meet the prioritization criteria and that available public resources are used responsibly.
