Call for tender: Assessment of the health opportunity cost in Norway

The Norwegian Medical Products Agency (NOMA) has been commissioned by the Ministry of Health and Care Services to procure an assessment that will provide a more reliable estimate of the health opportunity cost in Norway, based on Norwegian data.

The health opportunity cost is a key component of priority-setting in the Norwegian health and care services. It plays an important role in decisions on whether new medicinal products should be publicly funded. The new assessment is intended to provide an evidence-based estimate that reflects the Norwegian health care system and can support transparent and consistent priority-setting.

– The purpose of this procurement is to establish a robust, evidence-based and applicable estimate of the health opportunity cost using Norwegian data. The assessment should provide a transparent and replicable methodology that can be used to update the estimate on a regular basis in the future, says Ida Kommandantvold, Acting Head of Unit at the Norwegian Medical Products Agency.

The successful contractor will be expected to deliver an assessment based on Norwegian data and a methodology that can be replicated in future updates, ensuring that the estimate remains relevant as new data become available.

Tender process

The procurement is being conducted with assistance from Norsk Helsenett (NHN). The call for tenders was published on 18 June through the Mercell tender portal.

Organisations wishing to submit a tender must be qualified under NHN's Dynamic Purchasing System (DPS) for Analyse og evaluering. Organisations must obtain qualification before the submission deadline for the call for tenders.

To qualify for the DPS, applicants must submit the following documentation to NHN:

  • Completed ESPD form
  • Tax certificate
  • Certificate of registration
  • Annual accounts
  • Completed application letter
