The Norwegian Medical Products Agency (NOMA) provides guidance and advice to companies and academic institutions in areas related to the development of medicinal products, clinical trials, and health economics.

NOMA also offers guidance to pharmacies, wholesalers, and manufacturers within the field of medicinal products.

Guidance involves a targeted dialogue in which NOMA, among other things, refers to various guidelines, regulations, and other documents that are beneficial for applicants to be familiar with. NOMA provides instruction on how to interpret, apply, and comply with such documents, enabling applicants to make their own final decisions.

Advice entails proposing solutions concerning a particular topic. In collaboration with the applicant, NOMA may offer recommendations or suggest measures that should be implemented to move closer to the desired objective.

NOMA provides both guidance and advice concerning medicinal products for both animals and humans. Regarding medical devices, NOMA offers guidance only.
