NOMA’s strategy identifies three key development priorities that we must focus on in the coming years. These priorities will strengthen our ability to fulfil our public mission and achieve our vision of medical products for the benefit of society.

    Security of supply

    The security of supply of medical products is vulnerable, both in everyday situations and during crises. At the same time, demand for products can change rapidly. Geopolitical developments are further increasing vulnerability and risk.
    NOMA will strengthen national security of supply and preparedness for medical products in order to support a more resilient healthcare system. We will maintain a strong overview of the supply situation, coordinate relevant stakeholders, and promote the right measures at the right time to ensure that supply meets demand.

    In order to succeed, we will:

    • establish an IT platform that provides oversight of medical product supply chains
    • develop a new national model for stockpiling medical products
    • develop new procurement solutions that ensure a more reliable supply of medicines

    Health technology assessment

    Health technology assessments (HTAs) are essential for patients’ access to medical products and for the development of healthcare services. HTAs must shed light on the priority-setting criteria and help balance considerations related to access, resource use, equal treatment and innovation. This balancing act is becoming increasingly challenging due to a growing number of cases, high prices and limited evidence.

    NOMA will further develop Norway’s HTA systems to enable more efficient case processing, differentiated assessments, and stronger national and international collaboration.

    In order to succeed, we will:

    • strengthen the sustainability of the HTA systems to manage increasing workload and complexity
    • develop an effective system for the assessment and financing of vaccines
    • act as a clear driving force for stronger European cooperation 

    Digitalisation

    Digitalisation is creating increasing opportunities for the development of both healthcare services and for NOMA itself. Advanced technologies, including artificial intelligence (AI), are being integrated into medical devices. New requirements and solutions for data quality and data sharing are being developed across Europe. Regulatory processes must be supported by efficient digital tools. To fully realise the potential of digitalisation, it must be implemented responsibly, with clear focus on delivering measurable benefits.

    NOMA will undergo a digital transformation in which the interaction between technologyand human resources changes the way we work. This will result in better services for industry, the healthcare sector and the public.

    In order to succeed, we will:

    • contribute to the safe and effective use of AI-based medical products in healthcare services
    • develop a new medicines database and provide standardised, reliable medicines master data to the Norwegian and European healthcare sectors
    • further digitalise NOMA’s work processes to ensure more consistent, simpler and faster case processing, including the use of AI
