From this date, it will be mandatory to use the new Norwegian EQ-5D-5L value set when documenting health-related quality of life in adults.
This is relevant for pharmaceutical companies, medical device suppliers, and scientific and medical professionals preparing documentation packages for health technology assessments.
The new value set, developed by Garratt and colleagues in 2024, ensures that assessments reflect Norwegian preferences and values. This enables more precise analyses when determining whether a pharmaceutical or medical device should be publicly funded through the National Insurance Scheme and the specialist health service, under the Nye metoder (New Methods) framework.
DMP has collaborated with Garratt and colleagues in developing updated Norwegian population norms, which are essential for both age adjustment of utility values and severity calculations. Tools for severity calculation and age adjustment have been updated to align with the new normative data. These are available on DMP’s website.
Please note that documentation packages submitted before 1 September 2025 will continue to follow the existing guidelines—so make sure to mark the date!
